UMU Human Resources Strategy for Researchers

UMU passes the interim evaluation of the European Commission's HSR4R Seal

The University of Murcia (UMU) successfully passed the intermediate assessment of the implementation process of the Human Resources Excellence in Research (HRS4R) Seal of Excellence.

Since obtaining the HR Excellence in Research Seal in June 2020, the UMU has worked on the development and implementation of the 15 actions defined in the initial Action Plan. Two years later, and after the evaluation of the interim report sent on 1 June, the European Commission considers that UMU is working in the right direction.

From now on, UMU has 36 months to implement the new actions programmed in the updated Action Plan. In June 2025 UMU will be evaluated again by the European Commission, which will decide on the renewal of the "HR Excellence in Research" Seal.

This positive assessment by the European Commission has been possible as a result of the involvement of everyone at UMU. It is also a great encouragement to continue progressing together in the challenge of implementing completely the Human Resources Strategy for Researchers at the University of Murcia.

Thank you very much to everyone for your participation in this process, without which it would not be possible to continue progressing to consolidate the HR "Excellence in Research" Seal at UMU.

Updated Action Plan UMU (2022-2025) 

 

Updated Action Plan 2022-2025 of the University of Murcia

La segunda encuesta HRS4R dirigida a la comunidad investigadora de la Universidad de Murcia tuvo lugar en el primer trimestre de 2022. Tras el análisis de los resultados obtenidos, y gracias al trabajo realizado por los diferentes miembros de los Comités de Dirección y Gestión de la iniciativa HRS4R UMU, el pasado mes de mayo, la UMU presentó a la Comisión Europea un plan de Acción actualizado para el periodo 2022-2025.

The second HRS4R survey addressed to the research community of the University of Murcia was carried out in the first quarter of 2022. After the analysis of the results obtained, and thanks to the work carried out by the different members of the Steering and Management Committees of the HRS4R UMU initiative, last May, UMU submitted to the European Commission an updated Action Plan for the period 2022-2025.

The updated UMU Action Plan for HRS4R covers the period 2022-2025.

The actions included in the initial Action Plan were mostly completed. Two of them are still "in progress", one has been "extended" and eight new actions are planned for the new period.

HRS4R UMU Steering and Management Committee’s update

The HRS4R UMU scheme and work structure used in the initial phases of obtaining the HR Seal has been shown to work, so the initial organisational chart is maintained.

New administrative areas of UMU have been incorporated into the Steering Committee and the Management Committee, as the actions of the updated Action Plan (2022-2025) require it.

The new working structure of the HRS4R UMU initiative is as follows:

Setting up of a "Suggestion box"

In order to attend to the requests for information, suggestions or complaints, a suggestion box has been created to allow any UMU member to make a query, which will be dealt with appropriately by the initiative's managers.

The mailbox is hosted on the website of the HRS4R UMU initiative.

HRS4R Info Day 2022 (october 2022)

On October 18, members of the UMU HRS4R Management Committee attended the HRS4R Info Day 2022, held in a hybrid format ( on-site in Brussels and online). 

The event, addressed to universities, research centres and research funding agencies, which are implementing the principles set out in the "European Charter for Researchers" and "Code of Conduct for the Recruitment of Researchers" (Charter & Code), focused on issues related to the management of competences and talent in an Open Science environment, closely linked to the European Framework for Research Careers.

A large part of the information day was focused on future developments, with particular attention to the future evolution of the Charter and the Code.

Next steps:

Implementation of the remainings Actions defined in the updated Action Plan (2022-2025).

At December 2022, the following actions are in progress:

  • Action 6: Creation of a general merit model rule that can be downloaded by those responsible for the selection processes and which contemplates the aspects recommended in the code. In progress.
     
  • Action 11: Improvement of the document on "recommendations/good practices in the performance of the selection boards for official staff", which could be extended/adapted to the recruitment of staff assigned to research projects. It will be provided in Spanish and English. In progress.
     
  • Action 15: Redesigning of the training offer for doctoral students at the UMU. In progress.
     
  • Action 16: Training sessions on the HRS4R Seal of Excellence. In progress.
     
  • Action 19: Opening of an e-mail box/contact form for questions about the HRS4R. Implemented.
     
  • Action 23: Training sessions on the Research Development Career. In progress.

As for the first Action Plan, the indicators defined in the updated Action Plan will be the tool used to assess progress during the implementation phase of the actions defined in the updated document.

Follow-up meetings of the Management Committee should be held every 3 months and monitoring meetings of the Steering Committee every 6 months.
