UMU Human Resources Strategy for Researchers
UMU obtains the European quality label 'Human Resources Excellence in Research' (HRS4R)

The European Commission has awarded the University of Murcia the "Human Resources Excellence in Research" (HRS4R) seal, recognising its commitment to generate and support a stimulating and favourable environment for research work.
The 'Human Resources Strategy for Researchers' (HRS4R) is a tool launched by the European Commission to support universities and research institutions in the recruitment of researchers to contribute to the development of an attractive European labour market for researchers. Institutions receiving this label are committed to promote transparency, accessibility, equity and excellence in all calls for scientific employment.
The obtention of the seal culminates the initial phase of the process established by the European Commission, initiated in the UMU in October 2018, and which includes the adhesion to the principles described in the "European Charter for Researchers" and the "Code of Conduct for the Recruitment of Researchers". In this initial phase, in order to achieve the European accreditation "HR Excellence in Research", the UMU has presented an Analysis document and an Action Plan, to be implemented within the next two years.
The University of Murcia becomes the first institution in the Region of Murcia to obtain this seal, which represents a further step towards the internationalization of research and the promotion of talent recruitment, demonstrating the firm commitment of the UMU to the principles of transparency and quality in the selection of research staff.

HRS4R Seal Implementation Phase
After obtaining the HRS4R Seal, the UMU is starting the second phase, named: “Implementation Phase”. The complete period of this phase is 5 years, the first interval must be realized in 24 months. During this time, the UMU should implement the measures established in the Action Plan, and in the month 24 (on June 2022) the UMU must submit an intermediate report, to be evaluated by the European Commission.

Work Structure for the Implementation Phase
Management Committee: in charge of the coordination of the daily actions of the plan and is formed by the same areas as the Working Group that was in charge of developing the GAP Analysis.
Steering Committee: is the advisory body for decision making and will continue with the same composition as the Management Committee of the initial phase of HRS4R.
Focus Groups: As needed, thematic expert groups will be called to support implementation and decision making on more technical issues.
Internal evaluation of the implementation of the Plan by the research community: through open days and online surveys.
The implementation of the HRS4R seal is intended to be a dynamic and collaborative process, which will take into account the real needs of the R&D environment, a key pillar for the growth and development of our university.

- Implementation of the rest of the Actions defined in the Action Plan
- Indicators defined in the Action Plan will be the tool used to assess progress during the implementation phase.
- Monitoring meetings of the Management Committee will be held every 3 months and control meetings of the Steering Committee every 6 months.
In the light of these data, the mid-term evaluation will be prepared for submission to the EC in two years time, as well as the action plan for the following three years, using increasingly customized indicators for our own HRS4R process.
