The objective of the OISA Project is to acquire an R&D service consisting of the development of innovative solutions for the University of Murcia in relation to the challenge of Semantic Architecture and Ontological Infrastructure. Specifically, it is intended to develop and incorporate solutions that exceed those currently available on the market.

The solution proposed in OISA must be capable of being used in the future on a regular basis both by the University of Murcia and by the other Universities that are part of the CRUE with similar needs and competencies, since as a pre-commercial public purchase process, the objective is to be able to reach an innovative solution specifically addressed to the challenges and needs that affect the public sector and that seek to boost R + D + i.

The Ontological Information Infrastructure project of the Spanish University System consists of creating a network of ontologies that can be used to describe with fidelity and high granularity the data of the Research Management domain. The project will be implemented according to the guidelines defined in the Technical Scope of Ontological Infrastructure section.

The SUE Data Semantic Architecture project consists of developing an efficient platform to store, manage and publish RMS data, based on the Ontological Infrastructure, with the ability to synchronize instances installed in different Universities. The project will be implemented according to the guidelines defined in the Technical scope section of Semantic Data Architecture.

Given that the other projects that make up HERCULES depend on both the Ontological Infrastructure and the Semantic Data Architecture, it is within the scope of both to interact with the developers of the other projects: development of an Innovative Prototype of Research Management for Universities and Data Enrichment and Analysis Methods.

Pre-commercial contracting will be developed in different eliminatory phases so that the effectiveness and efficiency of the solutions proposed by each of the contractors that compete with each other will be progressively verified to create innovative solutions that better respond to the Functional Requirements indicated in the Specifications.

PHASE I, STUDY OF THE VIABILITY OF THE PROPOSED SOLUTION

STATUS: finished.

During this phase, aimed at ensuring the highest degree of adequacy of the proposed scientific-technological solutions and the R&D plan to the challenge posed, the contractors carried out a feasibility study with which they observed the operation and needs of the service receiving the solution by collecting all the necessary data in order to demonstrate the technical and economic viability of the idea and the proposed project in relation to the objective and the need raised.

At the end of this phase, they presented a final adapted version of the supporting documentation for the proposed solution, which was subjected to an evaluation process.

For this evaluation, the evaluation and selection criteria established in this Phase 1 were used and, for access to Phase II, up to a maximum of 2 contractors among those who obtained the best score could be selected as long as their solutions obtained the score. minimum required.

PHASE II, DEVELOPMENT OF THE SOLUTION.

STATUS: in execution.

This phase is focused on obtaining, by the selected contractors, a development of the solution that allows evaluating the capacity of the proposed solution to meet and even exceed the Functional Requirements indicated in the specifications, making - where appropriate - all the adjustments necessary tests and additional studies that are necessary to complete it.

Currently this Phase II of OISA is running.

As part of the execution of Phase II of OISA, divided into two major milestones of work and to ensure that they will be reached with the expected standard of quality, the University of Murcia is counting on the advice of independent experts belonging to other Spanish universities, who are sharing their knowledge and advising the UMU itself in different areas of the Hercules Project.
